In a significant move toward strengthening bilateral relations and fostering innovation, the governments of Italy and Ethiopia have officially entered into a high-level cooperation agreement centered on digital technology development in Ethiopia. The partnership was formalized during a strategic meeting held at the Ethiopian Ministry of Innovation and Technology in Addis Ababa on Saturday, March 28, 2026.
This collaboration marks a pivotal chapter in the diplomatic history of the two nations, as they seek to leverage modern infrastructure and technical expertise to drive economic growth and social transformation across the Horn of Africa.
The Italian Ambassador to Ethiopia, Agostino Palese, emphasized that this initiative is a core component of Italy’s broader “Mattei Plan,” which prioritizes sustainable development and equal partnership with African nations. By focusing on digital technology development in Ethiopia, Italy aims to provide the necessary tools and training to bridge the existing digital divide, particularly in rural and underserved urban areas.
The Ambassador noted that Italy’s world-class telecommunications and cybersecurity firms are eager to share knowledge and invest in the Ethiopian market, which is currently undergoing a rapid digital liberalization process.
On the Ethiopian side, the Minister of Innovation and Technology, Belete Molla, welcomed the intervention as a vital boost to the “Digital Ethiopia 2025” strategy. He explained that the collaboration will focus on several key pillars, including the expansion of high-speed internet connectivity, the implementation of e-governance systems to streamline public services, and the establishment of tech hubs for young entrepreneurs.

Molla stressed that for Ethiopia to remain competitive in a globalized economy, the nation must transition from traditional sectors to a data-driven society where every citizen has the digital literacy required to participate in the labor market.
The agreement also includes a robust academic exchange program where Ethiopian software engineers and IT specialists will have the opportunity to undergo advanced training in Italian research institutions. This human capital investment is intended to ensure that the infrastructure projects resulting from this partnership are managed and maintained by a local workforce.
Furthermore, the two countries agreed to collaborate on data privacy regulations and artificial intelligence ethics, ensuring that the rollout of new technologies aligns with international standards for security and human rights.
Economic analysts view this partnership as a strategic win for both parties, as Ethiopia represents one of the fastest-growing consumer markets for digital services in Africa. For Italy, the project offers a gateway to influence the regional tech ecosystem while contributing to the stabilization of the Horn of Africa through economic empowerment.
As the implementation phase begins, the joint commission established by both ministries will hold quarterly reviews to monitor the progress of the infrastructure deployment and ensure that the goals of the digital technology development remain on track to meet the 2030 sustainable development targets.
