The National Drug Law Enforcement Agency (NDLEA) has announced a significant modernization of its administrative processes, introducing a dedicated digital portal for drug tests and Visa Clearance Certificates. This landmark move is designed to inject unprecedented levels of transparency, speed, and accessibility into two critical functions that affect Nigerian travelers, students, and corporate organizations.
The Chairman/Chief Executive Officer of the NDLEA, retired Brig. Gen. Mohamed Buba Marwa, unveiled the new Drug Integrity Test and Visa E-Administration System (DITViCAS) in Abuja. He heralded the platform as a major “paradigm shift” in the Agency’s sustained strategy to combat substance abuse and illicit drug trafficking across the nation, aligning perfectly with the government’s Renewed Hope Agenda.

Historically, securing an NDLEA drug test and Visa Clearance Certificate: a mandatory requirement for Nigerian citizens traveling to certain countries for work, study, or transit was often mired in tedious manual processes. The previous system was notorious for requiring multiple physical visits, extensive paperwork, and prolonged verification periods, making it susceptible to delays and human interference.
Brig. Gen. Marwa, represented by the Agency’s Secretary, Shadrach Haruna, confirmed that the new online system officially brings an end to these bottlenecks. The platform now automates the entire workflow for both drug integrity testing and visa clearance, integrating interfaces for seamless collaboration with partner agencies and eliminating points of friction.
The DITViCAS portal promises a multi-faceted improvement in service delivery:
- Automation: All processes related to the NDLEA drug test and Visa Clearance are now automated, streamlining application, booking, and approval.
- Accredited Testing Centres: The system provides for private medical centers to partner with the NDLEA as accredited centers for conducting the Drug Integrity Test, expanding testing accessibility.
- Speed of Issuance: Drug Test Certificates are expected to be generated on the spot upon completion of the test. Visa Clearance Certificates, in most cases, will be issued within three days, with a maximum turnaround of one week for complex cases.
- Security and Verification: The portal incorporates advanced features for E-Certification and Verification. This critical element is designed to thwart the falsification of documents, thereby strengthening Nigeria’s standing in the international community and preventing criminal elements from exploiting legitimate travel channels.
- Real-Time Monitoring: Supervisory dashboards will allow NDLEA commands nationwide to oversee operations in real-time.
The digital platform’s utility extends far beyond just visa seekers. The NDLEA emphasized that the new system is a key instrument in its national drive for demand reduction.
Institutions, corporate bodies, and private individuals can now seamlessly apply for drug integrity tests through the portal. This includes:
- Students in tertiary institutions.
- Corporate organizations seeking to verify their staff’s status.
- Parents and prospective couples seeking integrity assurance.
The Agency stressed that this is a non-judgmental pathway intended to foster safer workplaces, healthier communities, and a more responsible national workforce. Furthermore, a compassionate approach is maintained, as the NDLEA’s rehabilitation and counselling centers remain available for anyone who tests positive.

Step 2: Account Creation and Login If you are a new user, you must create an account. Returning users should log in with their existing credentials.
Step 3: Select Your Service Choose the required service from the available options: either Drug Integrity Test or Visa Clearance Certificate application.
Step 4: Complete the Application Form Fill out all requisite online forms accurately. This will require providing personal details, travel information (if applicable), and the purpose of the test.

This eliminates the need to wait all day at an office.
Step 6: Attend the Test/Submit Documentation On your scheduled date, proceed to your chosen accredited center for the drug integrity test or to submit any final physical documentation required for visa clearance.
Step 7: Certificate Generation Once the test is completed and processed by the desk officer, the Drug Test Certificate is generated immediately. For the Visa Clearance Certificate, expect issuance within the stipulated timeframe (typically three days to one week).
Step 8: Verification and Download Use the E-Certification and Verification feature on the portal to confirm the authenticity of your document. Download your final, digitally secured certificate.
This digital transformation represents a proactive, data-driven evolution in the Agency’s ongoing War Against Drug Abuse (WADA) campaign.
